Lesson 9.1: Management in Government Agencies (i.e., Public Sector) Management in government agencies involves the analysis of common issues which public sector managers, administrators and policy-makers face in a world of over-improving efficiency and effectiveness in situations of scarce resources and rising public expectations. Being the public sector one of the major employers of many countries and economies around the world, it is no surprise that many engineering managers will work for the public sector and should have the skills to perform in such managerial environment. As public demands for higher standards of service and commitment to improvement are balanced against shrinking budgets and staff levels, the public sector manager needs all the information and ideas available, as well as experience, to motivate a demoralized workforce, satisfy government officials and win over an increasingly hostile public. \"Many activities are in the public sector precisely because of measurement problems: If everything was so crystal clear and every benefit so easily attributable, those activities would have been in the private sector long ago.\" Henry Mintzberg Privateon-government organizations that adopt high performance work practices have greater employee performance and are more effective in motivating staff and managing change.
