The following are the risks for which contingency needs to be built in:
1) Shortage of Materials
- The project team should identify vendors, preferably from the New Holland area, that are capable of supplying required materials at short notice.
- In case any material is out-of-supply, the team needs to decide on alternate materials that are available and can be procured on short notice.
2) Accidents
- There are possibilities of accidents that can impact the budget and timelines.
- The team should ensure necessary safety devices and protocols besides factoring in additional budget, timelines, and backup resources in case of any accidents.
3) Labor Shortage
- Identify the list of skills required from the project team and develop a plan with core and secondary (backup) resources for the project.
- In case the project team decides to hire external staff, they should do identify 2-3 firms who could be tapped for external resources.
- The project team can also open opportunities for local residents to volunteer for the project. That will ensure community involvement.
4) Change Order
- There should be a well-defined change management process.
- In case the costs of change exceed the planned budget of 8-14%, the project team should analyze what changes are mandatory now and what changes can be parked for the future. That will ensure the change management cost stays within budget.
5) Funding
- The project team should identify various sources of funding to meet the funding goal of USD 1 Mn. This is a critical area where contingency needs to be planned.
- The team can approach multiple companies based out of New Holland as well as in nearby Portland and Salem areas for sponsorship opportunities through CSR funding.
- The project team must ensure a firm commitment of around USD 1.5 Mn worth of funds to meet the funding goal of USD 1 Mn.
- The team should also run a door-to-door funding campaign in the New Holland area for local residents and businesses to contribute to the initiative.

- Project Title: Save the Library
New Holland is a city of 35,000 residents located on the west coast of Oregon near the ocean. It is the largest city in the county and has the countys only schools and only public library.
About 6 years ago, the towns library was damaged in a storm. All the books in the library about 20,000 in all were destroyed along with major damage to the roof and one wall.
For your project, you will restore the citys library. You will need to have fundraisers, fix the roof and one wall, paint the inside of the building, restore the restrooms, install shelving and 10,000 books, install a computer system, a check out desk, and anything else that needs to be done to get the library working again.

1 PROJECT CHARTER The project charter defines the scope, objectives, and overall approach for the work to be completed. It is a critical element for initiating, planning, executing, controlling, and assessing the project. It should be the single point of reference on the project for project goals and objectives, scope, organization, estimates, work plan, and budget. In addition, it serves as a contract between the Project Team and the Project Sponsors, stating what will be delivered according to the budget, time constraints, risks, resources, and standards agreed upon for the project. 2 PROJECT SPONSOR AND PROJECT MANAGER Cheryl Walker will serve as the Project Sponsor and Haruka Wakui will serve as the Project Managers. 3 PROJECT BUSINESS CASE The purpose of this project is to implement repairs to the New Holland library to allow it to reopen; The library is located in the largest city on the west coast of Oregon. It also is the county's only public library and has been closed for 4 years since the damage occurred. Due to the only one in the county, the number of people coming here is high and frequent. Therefore, the time for repairing should be a year. 4 PROJECT SCOPE This project will restore and repair the library of New Holland. The project will seek to fix the roof and one wall, paint the inside of the building, restore the restrooms, install shelving for 10,000 books, install a computer system and check out desk, along with any other repairs deemed necessary to reopening.
