Maximizing the 3Es in Procurement There has been a growing need to focus more on value for money rather than mere compliance with procurement procedures in Uganda. The long bidding procedures have become a pain for many bidders, who have to contend with many months of waiting for results. Procurement principles, such as; transparency, accountability and fairness need to be enforced. The PPDA Executive Director proposed that efficiency can be improved by shortening time frames of bidding periods and removal of advertising period, and that the 3Es in general need to be made as the ultimate goal of all public sector entities to the taxpayer is service delivery.
