Maximizing the 3Es in Procurement There has been a growing need to focus more on value for money rather than mere compliance with procurement procedures in Uganda. We must inculcate a culture that puts emphasis on results and outputs rather than inputs and processes, noted the Prime Minister in one of the recently conducted procurement symposium. Several issues on how to improve, propel and eliminate procurement were discussed. Many participants agreed that new procurement reforms should be used to speed up procurement processes. The long bidding procedures have become a pain for many bidders, who have to contend with many months of waiting for results. Procurement principles, such as; transparency, accountability and fairness need to be enforced. The PPDA Executive Director proposed that efficiency can be improved by shortening time frames of bidding periods and removal of advertising period, and that the 3Es in general need to be made as the ultimate goal of all public sector entities to the taxpayer is service delivery. i. The concept of 3Es as a requirement used in public procurement and show why public officers need to be mindful about the concept.
