My first step would be to learn and have a working knowledge of, prior to this encounter, what the applicable laws, regulations, and company (of which I am presumably a part during this situation) policies are, regarding such things in a general sense. Once I have knowledge of the situation itself, I would need to take my prior knowledge and apply it appropriately, followed by assessing the more specific aspects of the situation to investigate whether there are mitigating circumstances that change what my response should be according to legal, regulatory, and policy perspectives. From what I understand of NASW ethical standards and expectations, along with my own personal ethics that I believe coincide with the NASW ethics, these two major steps should be taken before and immediately at the onset of a situation. It is necessary to know the parameters of the situation before any other decision can be made.
