She told him to imagine that he attended a WHO meeting where he learnt that in some communities, especially in families that had patients with prolonged illness, people had to spend as high as 70% of their monthly incomes on health alone. This situation was described as disastrous. Thus, member states agreed that each member had to contribute a reasonable percentage of their gross domestic product towards health. The contribution had to be prudently managed so as to ensure minimal wastage of resources while ensuring cost effective and appropriate mix of healthcare activities were carried out. The goal is that every member of the community must be able to receive the bare minimum of healthcare. Charles agreed with Mable but said he had his reasons for his stance. He said as long as people in the rural communities are not educated on how to keep their environments clean, personal hygiene encouraged and how to identify common local diseases it was difficult to say the health systems were working well. He further, said that more clinics should be erected and for those communities where access was very difficult, outreach programs could be undertaken.
