Occasions arise when an organization needs specialized software to be used in response to an important need. Administrators and other employees are likely to become somewhat involved in identifying the need and writing the SPECIFICATION of what is needed. Under the old WATERFALL project management methodology activities related to ANALYSIS are separated from activities related to DESIGN. However, under modern project management methodologies (such as the iterative-incremental model of the process) the activities of analysis and design are mixed together into a CORE PROCESS WORKFLOW called Analysis & Design. Politically, most government jurisdictions are required to write specifications and circulate a REQUEST FOR PROPOSALS to vendors/consultants qualified to do the work. What is it about the newer project management methodologies that does not align well with the political requirement to take bids and select a vendor based upon responses to the RFP? How can this problem be addressed
