The email stated Acceptance can be made by telephone or email before noon 6th March 2018. LSB faxed a letter accepting CSBs proposal at 10.00 am on 5th March 2018. However, CSBs office was closed on 5th March 2018 as it was public holiday, and no one read the fax. A staff of CSB only read the fax on 6th March 2018.
