This was a copy and paste Answer that I received from a Chegg expert: Managed care was first introduced in the United States as part of the Healthcare Maintenance Organization Act of 1973.The aim of managed care was to provide quality healthcare at the lowest costs to the masses. Managed care sought to provide some major benefits in the form of qualified doctors dedicated to providing such benefits through the medical network, emphasis on preventive care, high standards of selecting quality doctors and also to make the programme cost effective.

The programme over the years has received mixed reviews, some have suggested that it has increased efficiency and also helped to reduce costs for a wide array of citizens and has argued for the idea of lower cost medicine. There has however been considerable criticism of the policy in that it has increased the number of uninsured citizens, and deterred organizations from providing quality healthcare. Some have also argued that the introduction of managed care has driven up cosst by as much as 25% and worsened quality.

The biggest concern has been that managed care zeroes in only on the financial costs and does not focus on quality. It is said to place most power only in the hands of the insurers rather than the patients. These have been the main concerns with managed care and medical judgement. It has been questioned whether managed care actually serves the needs of the people and only focuses on costs. This has been the principal tension in recent times as to whether the quality of care is being compromised with the aim of personal motives. This is a debate which will rage for a while to come.
