Output controls focus on specific predetermined targets or criteria. The outcome or result of activity is measured to assess performance. Both behavioral and clan controls focus on shaping behavior through norms, values, and shared beliefs within the organization. While output controls focus on the outcomes, the behavioral or clan controls focus on the behaviors and practices that lead to outcomes.
