What's needed to fix this system is a smart-routing system where onboard GPS can be connected to real time routing technology so routes can be created in real time and adapted to meet the current staffing needs and external challenges of Sanitation collections in each district that very morning. "Pay as You Throw" - Waste reduction is a lot harder to achieve when we can put as much waste as we want curbside. The city should consider "Pay as You Throw", a system that transforms municipal waste management from a tax funded service to an affordable utility. The City should create a designated location that collects picked up litter by residents and offers them cash in return. Now could be the time to enact legislation that would be effective, while also addressing the needs of low-income residents.
