Part B: Problem Management Process (worth 10 marks) Learning Scenario 3.6 pg. 106 of the textbook You are a police officer in charge of community policing. You are participating in a public meeting about community problems. The Residential Safety Committee brings forth a complaint that children are not wearing helmets while riding their bicycles. The chair of the committee, Dr. Bain, states that this complaint was brought to the Police Services board at three consecutive meetings. The board advised police to enforce the helmet bylaw. The committee has checked the number of bylaw charges for bicycle helmets. In the past three months, no charges have been laid. They demand that something be done to rectify the situation. They warn that if nothing is done, they will make a complaint to the Ontario Civilian Commission on Policing Services about the inability of police services to provide adequate service. Apply the steps of the Problem Management Process (Figure 3.4 on pg. 81 of the textbook) to this problem. Provide details on how you would work through the Problem Management Process flowchart. Provide a possible response to this issue, and detail how you arrived at this decision. Be creative! Use relevant legislation where necessary
