The block diagram for a 38 Decoder with Enable would look like this:
A. Wiring the DECODER
Build upon the circuit which was constructed in Part I
Connect A1 to A2
Connect B1 to B2
Connect G1 to the input of an Inverter. Connect the output of the inverter to G2
Connect the data outputs of the second decoder to the LED's:

PIN 102Y2- LED 6
PIN 92Y3- LED 7
