Performance Management and Development System (PMDS) is a system rolled-out in government institutions in growing recognition of the need for organisations like SETA to achieve more with less. As stated by Amaboldi, Lapsey and Steccolini (2015:1) there are relentless pressures on managers in the public sector to act on the quality of their services. PMDS aims to promote service excellence and operational efficiency by managing and developing the performance of public service employees with the view of achieving both individual and institutional excellence.
