The pay plan takes it into account that employees might ignore any goals that are not rewarded.

This quote appears just below the picture on Page 404:   "People want to know that their hard work and their results are going to be rewarded appropriately, and that ultimately we don't want to pay our lower performers the same as we pay our higher performers".  In today's workplace, with great emphasis being placed on such terms as diversity, equality, inclusion, equal opportunity, fairness, etc., do you see a challenge for management in designing effective incentive pay plans that incorporate the meaning of the above quote without such plans being seen as discriminatory or prejudicial?
