QUESTION 1 Section 74(1) of Wildlife Conservation Act 2015 (ctitious) empowers the Ministry of Water, Land, and Natural Resources to make any regulations as may be expedient or necessary for the better carrying out of the provision of this Act. Subsection 2 of the same provision provides that the power to make regulations under Section 74(1) is only limited to the following: a) the conditions under which totally protected wildlife or protected wildlife may be kept and bred; b) the means of disposing of any wildlife; c) regulating the operation of zoo, commercial captive breeding, circus, or wildlife exhibitions; d) the fees payable in granting a licence, permit or special permit. Based on the power given, alter being tabled in the parliament, the Ministry enacted Wildlife (Disposal) Regulations 201? and Wildlife Conservation (Commercial Captive Breed ing) Regulations 2018, which both take effect on the same day it was published. In Wildlife (Disposal) Regulations 2017, among the regulations are: Regulation 3: The wildlife that dies due to dangerous infectious disease as veried by the veterinary surgeon can be disposed of by anyone.
