13. Develop a traffic control plan for the New Year's Eve event that occurs in Downtown Flagstaff. The Weatherford Hotel, at the intersection of Aspen Ave. and Leroux St., has a Pine Cone Drop event every New Year's Eve. The whole intersection is closed to vehicular traffic (the use of detours is required). This does not have to be drawn to scale, but make it similar in style to the examples given in the PowerPoint lecture. Include the appropriate signs, their facing direction, and at a minimum one street block in each direction. (12) 13.
