The safety department is distinct from the others in that the safety manager reports directly to the company's vice president, and the safety workers on the project report to the project manager. The benefit of this reporting structure is that it empowers the safety department by eliminating the potential of the information getting lost or misinterpreted along the way. It also emphasized to staff that management is committed to putting safety first.

However, this approach has resulted in the safety department being perceived as merely an enforcement department, bringing only disruption to the project's production.

There are various methods to integrate safety into the organization, and there are no ideal answers, but I believe that keeping safety distinct from the rest of the company is still the best way to go. Safety staff, as a separate department functioning independently, will not be compelled to make exceptions or enable infringement to occur within the project. By reporting directly to the top management manager, who will take the time to review the item presented by the safety department, particularly if it affects their performance or appraisal.
