The hearing was published on October 14, 2021 and is called "Cashed Out: How a Cashless Economy Impacts Disadvantaged Communities and Peoples". The speaker began in explaining the emergence of cashless businesses, accelerated by the pandemic, negatively impacts people of low wealth, the unbanked, homeless, and otherwise disadvantaged communities and limits equal access to essential goods and services. The second speaker discussed the implications of a totally cashless economy, and how it impedes on the liberties of an open and free society. One of the other witness testimonies described how cash is the only option for some marginalized groups, who do not have the ability to obtain credit or don't trust financial institutions, will be left behind and become even more vulnerable.

I think that public interest theory best describes this hearing. The witness testimonies all seemed to have the objective to maximize social welfare and are all in agreement that a totally cashless economy should not become a reality. There is bipartisan support that the dollar in its physical form must continue to be accepted as a form of payment.
