Create a function called NPV$2($cf as range, rt$)$

Use the following code to count the number of cash flows

$x=cf.$count

The function should allow the user to include time zero and should calculate the net present value. The function should also return the decision $($Accept$/$Reject$)$ to the right of the NPV value.
