The TEEL technique is clearly built on Strunk's ideas of paragraph structure, with a notable addition - evidence. The letters are:
T - topic sentence - what the paragraph is about E - evidence, either a reference or logical point E - evaluation - interpret and give context to the evidence L - link the paragraph back to the topic or to the following sentence
This method of structuring a paragraph solves key problems in student writing. It requires each sentence begins with a clear statement of intent. At the outset, the reader knows what the paragraph is going to be about. Then, the 'evidence' component prevents the use of unfounded opinion or anecdote; rather, the writer needs to provide some sort of evidence for their statement. This also gives the writer the opportunity to demonstrate correct referencing. 'Evaluation' ensures that the essay is not a collection of facts: the writer needs to provide their own thoughts about the matter. Lastly, the requirement to 'link' helps to keep the essay on-topic. If you struggle to write a linking sentence, it could be that your point isn't as relevant as it should be, and that you've wandered onto a tangent.

No fixed rule: When it comes to writing, you need to know the rules before you can break them! In this case, some peopledisagree slightly on the role of the 'L', linking sentence. If you have planned your essay, drafting a rough outline as advised in the CSU Guide to Writing Your First Assignment, you will have a fairly clear idea as to the content of each paragraph, so you shouldn't end up off-topic. Without a link between paragraphs, there's a tendency for essays to feel like a collection of almost unrelated points, with no sense of forward progress. Using linking sentences to connect your paragraphs encourages the use of a meaningful sequence, and makes this explicit to the reader. However, when concluding a subtopic, there is certainly some sense in using your final sentence to link back to your central thesis (contention, main argument). In that case, you'd want to make sure that the link between paragraphs is meaningful, and if not explicit, at least implicit in the wording of your next paragraph.
So there's clearly not a fixed rule here, but a need to keep in mind the dual roles of the last sentence or sentences in a paragraph.
Note that the first sentence of a new topic should very clearly flag that change of topic within the first few words.
