Should administrative law judges always be an employee of the same agency adjudicating a case?

Adjudications always involve an administrative law judge. However, these cases never have a jury and the ALJ is always an employee of the same agency. ALJs are also supposed to hold no biases while they are judging cases. What are your thoughts on this?

Do you believe that ALJs are truly unbiased and impartial? If you believe that ALJs are unbiased, explain why and list one potential way agencies can ensure impartiality. If you believe ALJs could have some bias, explain why and feel free to leave your thoughts on what could potentially be done differently.
