Hello Rob, another interpretation for Scope creep is how the project's requirements tend to increase over a project lifecycle. In the planning phase, a project's tasks and resource requirements are identified, along with the strategy for producing them. This is also referred to as "scope management." Scope creep can be avoided by clearly defining the project's requirements before project initiation. This part is where communication is vital, which is an important factor you mentioned in your opening paragraph.
In my opinion, I would say scope creep can be avoided but it isn't abnormal to experience it due to case by case situational factors such as miscommunication, inconsistency, lack of contingency, etc. To avoid such things, it is necessary to identify all project stakeholders and establish a communication plan describing the information needed and the delivery method to be used to keep the stakeholders informed.
