A project that lacks evaluation indicators means that there is no way to objectively evaluate its success or identify areas for improvement.$$ This increases the likelihood for potentially wasting resources and failing to deliver on project goals.$$ In essence the project is running without any clear benchmarks to gauge its effectiveness.

A project manager being brought in on a project that has already been initiated, and lacks evaluation criteria, may take a couple of different approaches.$$

Develop a quality management plan by identifying and determining exactly which standards of quality are relevant to the project as a whole and how to satisfy them. This can be done by reviewing project documents in order to have a firm understanding regarding goals, deliverables, and stakeholder expectations for the project$/$product$.$ The project manager would then go through the evaluation process to understand the $$why$$ of the project in order to develop key questions regarding the outcomes, impact and effectiveness of the project.$$ Next would be to determine the evaluation indicators.$$ These indicators provide a pathway for answering the evaluation questions and should be specific and measurable.

A second way to approach this problem would be in a more collaborative manner. This would involve many of the same steps, but would focus on collaborating with subject matter experts, key stakeholders, and development team members in order to help facilitate the drafting of an effective quality management plan that includes important evaluation indicators.$$

If I were a project manager put into this position I would take the collaborative approach.$$ The project has already begun, and this seems like the most efficient way of getting up to speed and ensuring that the project is on track for a successful outcome.
