I trust that everyone read this paper by now and that you had several group discussions while trying to solve it.

In your opinion, can Goal Programming approach solve this problem? In other words (i.e., more specifically), can Goal Programming (GP) model finds an optimal to the tax allocation problem? Explain why or why not. Hint: (a). If you answer negatively, explain the short comings of the GP model in handling this type of problems; (b) is you answer affirmatively, explain how GP model can help the tax planner reach the optimal solution.
