Are cybersecurity risk management processes similar from system to system? Where can you locate best practices for preventing or mitigating cybersecurity risk management threats?

On the Response Strategies, what I did not see on your list was Eliminate, but I see Avoid. Given the definition you stated for Avoid, what are the differences between Eliminate and Avoid? Is there a reason why Eliminate does not appear to be an option?
