The Fujito Tornado Scale categorizes tornadoes according to their peak windspeed. The categories are as follows;

Write a program which repeatedly reads a windspeed from the file windin.txt, calls the function cat() to determine the corresponding tornado category and writes the winspeed and corresponding category to a file.
