The following twelve objectives have been established for consideration when designing the new treatment plant: construction cost, discharge water quality, public opinion, discharge location, architectural appearance, design/planning fees, environmental impact, government bylaws, noise/smell, operating costs, distance to sewage sources, and power requirements. Use a criteria tree to group the attributes into at least three but no more than five categories. Then establish relative weighting factors for each attribute and indicate the reasoning you used in developing those factors
