Create a new array B made of random integer numbers in the interval $1$ to matrix$)$

Create a new array $C$ made of only ones $(41$ matrix$)$

Concatenate A$,$ B and C: put B below A and "then" $C$ on the side. Assign everything to the matrix D

Note the variable $A$ is defined as a function input. Do not overwrite the value in your code.
