I believe averaging is not appropriate here because using averages wont account for the numbers$/$data that reads as trending upward so it throws off averages because the numbers change.

Use an appropriate technique to develop a forecast for the expected number of passengers for the next three weeks.

Na$$ve method can be used since week #$18$ lists $482$ passengers as the last known data point so we can forecast that week $19$ will be at least $482$
