Problem Statement: The Department of Defense (DoD) acquisition workforce does not make appropriate use of incentive type contracts. A study conducted by the Government Accountability Office revealed that, out of 93 DoD systems contracts sampled, 90 percent paid out over $8 billion in award and incentive fees inappropriately. An alternative approach must be taken to increase the use of meaningful incentives in major systems contracts to ultimately reduce improper award and incentive fee payouts by 30% over the next five years.
