When it's cold outside and the wind is blowing, it feels even colder!
For those of you that have been to the BYUIdaho campus in Rexburg during a Winter semester, you are very familiar with this concept.
To try to quantify how cold it feels outside, instead of using temperature, a calculation for "wind chill" has been developed that takes into account both the temperature and the wind speed.
The US National Weather Service defines the following formula to calculate wind chill in degrees Fahrenheit from a temperature in degrees Fahrenheit and wind speed in miles per hour:

Keep in mind that:
I is the temperature in degrees Fahrenheit
v is the wind speed in miles per hour
means V to the power of which can be found in Python using the operator.
Assignment
Your assignment is to write a program that asks the user for a temperature and then shows the wind chill values for various wind speeds at that temperature.
Your program should compute and display the wind chill for wind speeds of dots, miles per hour, just like the National Weather Service chart does. To help users who are more familiar with Celsius, your program should allow temperature to be entered in either Celsius or Fahrenheit, and if needed, convert the Celsius temperature to Fahrenheit before using the formula.

Write a function to convert from Celsius to Fahrenheit and return the converted temperature. The formula for this conversion is to multiply the Celsius temperature by and then add
Allow the user to enter the temperature in Celsius or Fahrenheit. If they provide it in Celsius, first convert it to Fahrenheit using the conversion function created above before using the formula above.
Loop through wind speeds from to miles per hour, incrementing by and calculate and display the wind chill using the windchill function created above for each of these wind speeds.
Display the wind chill value to decimals of precision.
