During the last week of September, certain southwestern Florida communities were subjected to the impact

of the powerful hurricane Helene. While the wind speeds were not that unusual for a category $4$ hurricane,

the hour after hour duration was devastating. Adding to the devastation was the heavy rainfall.

To help the Weather Service summarize the rainfall data over a certain $12-$hour period, they requested that a

program be developed to generate the following output :

Highest Rainfall: Tallahassee with $40\mathrm{.}50$ inches

The rightmost column is the row sum of the $12$ hourly values to the left. The average row at the bottom

consists of column sums.

The program must contain $3$ functions:

loadData which reads and stores data in a two$-$dimensional array. The input records will contain the

community name in the first position.

calculate which can use a nested for loop to loop through the rows of the $2-$dimensional list and

arulate the sum of all the first $12$ columns and place the sum in the $13$th column. It can also loop

through each column to compute the averages and store them in a row or another list.
