Project Statement: Transport & Logistics
Transport services in the SADC region are characterised by relatively high costs across all modes of transportation, which is
due in part to underdeveloped infrastructure, operational and management issues, and a lack of market competition. To
address these challenges, SADC Member States agreed on several measures under the Protocol on Transport,
Communication, and Meteorology aimed at developing efficient, cost-effective, and fully integrated infrastructure and
operations that best meet customer needs and promote economic and social development while being environmentally and
economically sustainable. Transport services encompass maritime transport, internal waterways travel, air transport, space
transport, rail transport, road transport, pipeline transport, and auxiliary services to all forms of transportation. Access to port
facilities, auxiliary services, and ocean transport are all examples of maritime transport services. Most ports in the SADC
are state-owned and privately run. Most national airlines are restricted by constricted financial and managerial resources,
as well as market constraints that restrict their expansion plans. National flag carriers dominate the industry's competition,
which is restricted to scheduled international flights, and market forces regulate prices. The Protocol on Transport,
Communication, and Meteorology promotes private sector participation while highlighting the necessity of restructuring
state-owned businesses and integrating regional systems through compatible laws and regulations. Transport and trade
delays continue to be a major issue, with delays at border crossings caused by inefficient customs and standards agencies
increasing trade expenses. Promising action plans for mobilising resources to perform nationwide research on the benefits
of aviation to Africa's socio-economic landscape, as well as organising a resource mobilisation conference for the
development of regional and continental aviation infrastructure master plans.
The project statement indicates why SADC should accommodate an ever-growing technology, consumer preferences, and
global trade patterns.
