The Public Protector PP of South Africa has a central role to play in ensuring that public entities conduct themselves in a manner consistent with democratic values outlined in the Constitution.
Concerns have, however, been raised over the past few years that the PP has not lived up to its mandate. As a consequence, new leadership has taken over, and consideration is therefore, being given to deepening the impact of the office through the development and execution of a revised strategy.
The context for this strategy review is the performance deterioration of many public entities over the past years at all levels of government. The revised strategy is seen as a way to achieve a systemic change in public entity performance.
While this may be a gargantuan task for this office on its own, the strategic objective is to materially contribute to the systemic change that may be played by a wider array of organisations with related mandates. For this reason, the process of strategizing and execution is not seen as 'business as usual'.
