Hello class,

When I think about classical theory, especially scientific management, it reminds me a lot of how things worked early in my military career. It was all about precision, structure, and efficiency. That's essentially what Frederick Taylor's approach focused on: breaking tasks down to their most efficient components, standardizing everything, and assuming that productivity would go up if people followed "the best way" to do the job (Rainey et al., 2021). It works well in certain environments, like the military or emergency operations, where timing and task execution can be life-or-death.

But public service isn't always that clean-cut. Administrative management, as outlined by Fayol and others, takes a more holistic approach. It focuses on leadership, planning, and coordination across the organization not just the front-line work (Rainey et al., 2021). That broader view is something I've come to appreciate more in my current role in emergency management, where no two days or agencies are ever the same.

Studying organization theory has helped me realize that improving the perception of a public agency goes far beyond operational performance. It's about building trust, communicating well, and creating a culture that values both the mission and the people behind it. During my time as a Federal Police Lieutenant, I oversaw training and community outreach. We weren't just focused on internal metrics we were also trying to shift how the public saw us. That required a leadership style rooted in administrative principles: clarifying roles, building partnerships, and emphasizing communication.

Research supports this shift. Rainey et al. (2021) explains that public managers who understand and apply modern organizational theories are better equipped to adapt, lead change, and enhance public trust especially when transparency and accountability are priorities.

At the end of the day, I've learned that managing people and public perception isn't just about doing things right it's about doing the right things, in the right way, with the right mindset.
