Effective policing and public safety depend on strong, mutually trusting relationships between law enforcement agencies and the communities they serve. Police officials depend on community members' cooperation to share information about crimes in their neighborhoods and to collaborate with the police in finding solutions to problems related to crime and disorder. Likewise, the degree to which community members are willing to trust the police is a measure of how much they believe that the police are acting in accordance with the community's values and that procedural justice and legitimacy are being upheld. (Century Policing, 2015) This also related for all law enforcement agencies, not just the police department.

Formalizing a partnership creates a foundation of trust and forces accountability, which is required for an efficient work ethic and collaboration between sectors. When the roles and responsibilities are clearly defined both private and public security can understand each other's purpose for their mission. This formalized partnership will negate the chances of misunderstandings and conflicts, as well as foster a more cohesive and effective work relationship. According to the Office of Justice Programs, formal agreements like MOAs can help in building and maintain trust, as they outline the specific terms for cooperation and information sharing which would ensure that both parties are always on the same page (U.S. Department of Justice, 2005).
Additionally, these agreements could facilitate access between each sector's resources like information as well as provide unique knowledge of each other's technological capabilities. Usually, private security firms possess specialized knowledge in advanced technology that public law enforcement doesn't have (National Institute of Criminal Justice, 2014). This continuous engagement also allows for the best practice and cross training between each sector, allowing for a more deepened bond.
In conclusion, while all four recommendations are important to provide collaboration between the private sector of security and the public sector, it is most important to actually establish formalized partnerships to accomplish this. It provides information sharing and unique expertise between each sector as well as providing the guidelines in which they will be working under, further enhancing the overall security posture of the nation.
