The Case:
A well-established technical school in a GCC country, founded 25 years ago, offers technical education programs and certifications to its students and prepares them with the required knowledge and skills to enter to workforce or transfer to a university. Due to market-demand changes and arising national directives and ambitions, the mandate of the institution changed from a Technical School to be a University of Applied Sciences offering Bachelor and Master programs and degrees in addition to their existing technical programs and certifications and the government granted the school a timeframe of 2 years to transform and start operating as a University of Applied Sciences. In order to kickoff this transformation, the school leadership team conducted extensive workshops with the different academic units and identified key initiatives which is believed to transform the school into a university. The initiatives touch upon different aspects in this transformation, such as the Policies and Procedures, People, Academic Programs, Partnerships, etc. As such, the school decided to partner with a consulting firm which can support on undergoing this drastic transformation, through establishing a Transformation Management Office (TMO) and onboarding best-in-class industry SMEs and program/project management professionals who can manage the execution of the identified initiatives and successfully drive this transformation journey. Accordingly, the school floated an RFP and invited PwC to participate in this bid. The Assignment As part of PwC team, you have been selected to lead the efforts in constructing a technical proposal in response to the RFP. A key component in this technical proposal is the overall delivery approach that well be proposing to the client to address his needs and support him undergoing this transformation. While reviewing the RFP, you realized that there are some gaps in the initiatives that the client identified and you believe that these initiatives arent sufficient to transform the school into a university. You are required to develop a presentation (10 to 15 slides) that addresses the following: 1. Proposed delivery approach for this project 2. Proposed TMO governance model (keep in mind that PwC team members will be operating the TMO for 2 years)
