A certain medical bill includes penalties and interest. If amount is the original amount owed, irate is the monthly interest rate (as a decimal), months is the number of months late (at least 1), and the penalty is 10% then the penalty bill PB = (amount*0.1) + amount*(1+(irate*months)). Develop a function called penalty_calc that will calculate PB given the amount owed, the monthly interest rate, and the number of months late. Assume that amount and irate are floats, months is an int, and penalty_calc produces a float. Test: a 100 dollar bill that is 2 months late with an interest rate of .02 should equal 114.0 dollars
