(b) In the quest of internationalization, B University offered the post of a Chair in one of it discipline of study to Professor Francis in a full-time position in campus based in Dhaka wit handsome emoluments along with other usual benefits, where the offer was made subject t approval of the Trustee Board and travelling to Dhaka to obtain work-permit as a foreig national and thereby join formally. Professor Francis agreed on the offer in principle throug an email, however due to aggravation of Covid-19 Pandemic situation, in fact, failed to com to Dhaka to take his assignment formally. Meanwhile, B University (under the impressio that he will formally join in Dhaka) provided him with an email address (under th University's Domain) with a view to allow him to make contacts towards th internationalization process, which Professor Francis time to time used while in abroad. Anyway, due to deterioration of Covid-19 situation around the world, Professor Franci neither could travel to Dhaka nor applied for his work-permit. But during this period, h (Francis) provided consultancy services for the B University and also, received payment accordingly in terms of his invoices. In the meantime, around 6 months has elapsed, thus B University pressed him to come an join formally, which Professor Francis failed to comply but informed that he is ready t engage in other forms of collaboration (i.e., appointed as Visiting Professor and remain Senior Fellow at the Centre for Peace and Justice, B University) which was not acceptable t the University and as such, the Human Resource Department required him to join Universit) From the above facts and circumstances, construe and determine whether there is a bindin contract between Professor Francis and B University by giving legal reasoning.
