QUESTION 1100 MARKS
Mr Smith is registered on the Central Supplier Database (CSD) of the South African government.
He receives several e-mails per day, requesting quotations for the supply and delivery of products
and/or services to various government departments.
One of these e-mails interested him. The e-mail (dated 2 June 2024) contained a request to
supply and deliver 150 RM700ST body-worn cameras for the Department of Correctional Services
(DCS) in Westville, Durban.
Mr Smith did a quick internet search and was pleasantly surprised that the first company that
appeared on the page was a company that had enough body-worn cameras in stock. In addition,
the cameras met all the DCSs specifications.
Mr Smith promptly requested a quote from the third party, which was based in Gqeberha, and
promptly received the quotation. When he requested the quote, he did not specify where the bodyworn cameras should be delivered.
Mr Smith added a mark-up and submitted the quotation to the DCS on the 3rd of June 2024. He
received a reply on 4 June 2024 at 10:48, congratulation him on winning the tender and requesting
the urgent delivery of the goods.

1.2 Based on your inspection of the documents listed in question 1.1 above, and the

the documents is credible and/or true or not. (Is this a scam or is it a legitimate
business opportunity?)
NOTE: The documents that are attached to this assignment are from an actual
case. We only fabricated contact and other details for Mr Smith, who is a fictional
character we have invented for the purpose of this assignment. All other

in your study guide to refresh your memory on the areas of background
investigations and disputed documents. Apart from the sources listed in your
study material that you could consult to verify certain information, you may also
consider visiting the Department of National Treasurys e-tender site at
https://www.etenders.gov.za/.
HINT: To reach a conclusion, you need a plan to follow when analysing the
documents listed in question 1.1 above. Formulate this plan and indicate how
you would verify all the information in the documents to confirm whether it is
credible and/or true or not. You must explain in detail what you will look for and,
if applicable, where you will find the information to confirm or rebut your
suspicions.
As you are encouraged to use the internet and other freely available online
sources of information, you will be able to execute the plan designed above to
reach your final conclusion.
In other words, first explain what you need to do (formulate a step-by-step plan)
and then execute your plan. For example, if one of the steps in your plan is to
verify a phone number that is listed on one of the documents, go to Google or
the DCS website and try to find that number. Tell me what you find about that
number. Is it a legitimate number for the DCS, is it for the prison in question
(Westville prison) or can you even find anything about the number (based on
the sources that you consulted), that raises suspicion? Be as detailed as
possible.
NOTE: Please do not actually call any numbers or send e-mails to verify
any details. Just perform a desktop search, using the internet and other
freely available online sources of information.
