Mr. Chia, a building contractor entered into a contract with Mr. Lan, an officer from Pohon Batu City Council to build a school. The construction of the school was completed early but Mr.Bong did not receive full payment as was agreed in the contract. Mr. Chia asked Mr. Lan for clarification but he was told by Mr. Lan that it was due to the non-compliance of the terms in that the construction design was not according to the specifications in the contract.

Advise Mr. Chia whether he can make any claim against the Government
