Question $3$: Long Term Care Capacity Planning

There is ample evidence that demand for long term care is significantly outstripping supply in the Ottawa region.$$ Three questions arise from this

$1)$ How much additional capacity would be required so that $90\%$ of clients are placed within $90$ days $($the current wait time target$)?$ How would that change if you were to increase or decrease the service level by $5$ and $10\%?$
