(a) Using examples, explain how the roles of governors can be differentiated from the roles of managers in matters of the policies, procedures and activities associated with administration and control. (16 marks)

(b) Many organisations involved in delivering public services are characterised by beliefs, values and missions, which are usually published. Often in these, considerations of a political, social and macroeconomic nature seem ascendant. Moreover, when these organisations make plans and analyse future capital projects, such considerations may take precedence over considerations of efficiency and related microeconomic notions.

Required Discuss how and why political, social and macroeconomic considerations can be justified as being ascendant in relation to public services, and the implications for projects which public service organisations undertake. Give examples. (17 marks)
