More has been written about the disastrous initial launch of what was, at the time, referred to as ObamaCare. A large part of the controversy was the less-than-ideal launch of the website that was aimed at identifying low-cost healthcare options for those who were currently without coverage.

A simple Google search will return a myriad of articles that discuss "managerial mistakes" that led to the problematic launch of the website. But if you read between the lines of some of the articles such as "Obamacare Website has Cost $840 million(Links to an external site.)," from the Atlantic, you will see that perhaps some of the issues could have been avoided with some basic risk analysis.

For example, from the article reached via the link above:

"CMS launched HealthCare.gov without verification that it met performance requirements," GAO said, because the agency pushed back reviews of the site's performance to just weeks before the Oct. 1 launch."
