Separating politics from the administration has been one of the difficult tasks in both developed

and developing governments. This debate has long been a central concern in the literature of

United States of America from the beginning of public administration, and remains so to this

day. It is also the case in South Africa, especially after the ANC assumed power in $1994.$ The

ANC has deployed some of its members to key public service positions with a view of

promoting loyalty and service delivery. There are those who have criticized the ANC's political

appointments" $($politicized bureaucracy$)$ within the public service as a threat, real or perceived,

of political sabotage by opposition and disloyal incumbents of the previous dispensation.

Critics of the ANC's argue that the ANC's political appointments has resulted in the weakening

of state institutions and enormous corruption that undermines the state's ability to deliver

services to the people. However, we cannot rule out the fact that most government are

constituted by parties as a result, it is difficult for politicians who carry the mandate of the

people not to influence the decisions of public administration.

South Africa? What do you think is a practical solution to the challenges faced by Africa

and South Africa to be specific? In your response discuss the extent to which state

institutions can play a role in the separation of politics and public administration.

creature. How then can professionalization remedy the non$-$separation between politics

and public administration in South Africa?
