ABC Incorporation., a marketing service agency, hired Joyce Lee (Chinese), an independent person with high working ability, and work alone preferably, as a Project Development Manager to design, implement, and coordinate budgeted hotel staying programs for young travelers. She reports to John Davis (American), Head of Department, directly. When Joyce arrived, the agency had an informal organization with little hierarchical structure and extensive participative decision making. The prevailing ideology that shaped virtually all decisions and interpersonal relationships was that a freedom system would be most effective and would lead to a higher level of job satisfaction for workers than would a more rigid hierarchical structure. The staff members attended at least five meetings with John Davis (Head of Department) weekly. Incredibly, the group devoted most of the time at each one to exploring interpersonal problems, and no agenda is set for the meetings and minutes taken after the meetings. Most staff people were young or called as millennium generation and had recently finished college. They often remarked that they sought a place to belong and feel accepted. ABC Inc., met that need in many ways; the group acted as a surrogate family for many employees. Salaries were low, and so the agency hired inexperienced people. Although the employees were bright, enthusiastic, creative, and motivated, they lacked the skills needed for effective performance in their jobs. Organizational leaders, therefore, defined success on the job in terms of the employees ability to relate well to others at work instead of their ability to work with clients. Within three months of her arrival, Joyce submitted her marketing plan for implementing the program. Her manager, John Davis, praised it, calling it a remarkable piece of work. Soon after the program was implemented, however, it became clear that it was not working. Still the agency members responded by patting her on the back and told her what a great job she was doing.
