Regulations often require interpretation, just as statutes do. Some are written hastily or in an unclear manner. Others are filled with legal jargon, making it difficult for the people affected by them to understand. On top of that, regulations are constantly changing with the addition of amendments that modify their initial intent. In turn, this further increases the difficulty of understanding the current meaning and boundaries of a regulation.

In this Assignment, you select a state regulation and analyze approaches to reforming the regulation. Additionally, you practice writing an open letter justifying the regulation reform.

To prepare:

• Review the Learning Resources and reflect on the challenges of interpreting laws and the role of courts in interpreting regulations.
• Review the Olson et al. (2020) document in the Learning Resources, "Section 9.1 "State Administrative Law."
• Using resources mentioned in your course text and/or one of the websites provided within this week's Learning Resources, find one regulation from North Carolina's body of regulatory or executive orders to use for this Assignment. Consider what is explicit and what is vague or ambiguous about the regulation as written.
• Consider how you might argue that this policy should be reformed in an open letter that could be presented at a local town hall meeting.

• Part 1: Regulation Analysis
  • Briefly describe the state regulation you chose from NC
  • Explain how you would interpret the regulation. Address ambiguities, if any. Be specific in your interpretation.
• Part 2: Open Letter In the form of a simple yet lengthy open letter to be presented at a local town hall meeting:
  • Explain specifically how you think the regulation should be reformed.
  • Justify your reasons for your recommended reform and how it might change the community.
