These assessments help to inform important choices about sentences, parole eligibility, and the distribution of funding for rehabilitation programs (Alarid, 2019). These assessments increase the success of rehabilitation efforts by personalizing treatments to individual risks and needs, reducing recidivism, and improving public safety, as they promote justice and equity by requiring that judgments be based on objective standards (Arbour et al., 2024). However, the reliability of risk/needs evaluations can be considerably influenced by numerous case management constraints. Insufficient resources and money might overwhelm case managers, providing them with inadequate time or equipment to complete full evaluations (Holiday et al., 2024). Inadequate training for case managers can result in inappropriate use of assessment instruments, jeopardizing the accuracy of assessments and high caseloads might lead to premature evaluations, raising the risk of mistakes or errors in judgment. Systemic biases in the criminal justice system may additionally reduce assessment objectivity, resulting in incorrect judgments and unfair consequences (Mensah, 2024).

Historical and biblical examples give exceptional insight into the significance and practicality of pre-trial assistance and case management. In the Bible, Moses practiced case management by distributing judicial tasks to skilled leaders, suchas Aaron, his brotherin Exodus 18"(King James Version 1769/2020). This mechanism guaranteed that conflicts were handled efficiently and fairly. In the Book of Daniel, there are many instances that follow incorrect judgment and unfair justice, such as when Daniel was thrown into the lion's den for going against the king for the right reasons. In Daniel 6:4, the Bible states. "So the governors and satraps sought to findsomecharge against Daniel concerning the kingdom; but they could find no charge or fault, because hewasfaithful; nor was there any error or fault found in him" (King James Version 1769/2020). The Magna Carta of 1215 also established the notion of due process and the right to a fair trial, setting the tone for today's pre-trial services (Mayson, 2024). Overall, risk/needs evaluations are critical for making efficient and just choices in the criminal justice system. To improve its precision and efficacy, it is critical to deal with the problems provided by case management constraints through improved allocation of resources, training, and institutional reform. The ideals of equality, equity, and support seen in both Biblical and historical instances emphasize the enduring importance of these activities in encouraging restoration and security for the public.
