Oftentimes, stakeholders determine what projects get funded or prioritized. Using a national-level assessment can be tricky when deciding if it would work at a state level, and I think the one component to recall here is the "What Works (and What Does Not)" (555) component. By using "research from across the United States to determine which program and policy options have best achieved the desired outcomes and which have not" (555), the state can decide if the national program and policy options would work at their level based on the analysis at the national level
