Limiting crime being perpetrated is really interesting and I look at the places where crime rates are lower or the amount of crime has went down. For example, I am an avid member of a golf course and we had issues where people would break into cart sheds and steal carts and other things. This was limited by making sure all areas around the sheds were well lit and cameras were put into place. Since then, there has been 0 crime there. You could even go further with a little more of a non realistic view point and just say to hire more law enforcement. Have more eyes other than just security that makes criminals know there is always someone watching. This also makes me wonder, could you put a 0 tolerance policy on crime if you are a store owner to act as a scare tactic to try and discourage the crime? I am meaning like "we are going to prosecute you to the fullest extent" sign outside the store.
